Terrence Hugh Edwin Stevens was born in Winnipeg, Manitoba on July 4, 1936. He initially worked in construction, retail sales, and credit work, and as an organizer for the New Democratic Party. In 1967 he became an organizer with the United Steel Workers of America (USWA). Between 1968 and 1971, Stevens played a major role in organizing the Duval Corporation, Cominco, Allan Potash and the Central Canada Potash mines. In 1972 the United Stone and Allied Product Workers at the Potash Company of America mine of Patience Lake merged with the USWA: the USWA then represented the workers at all five Saskatoon area potash mines. Stevens also assisted with the organization by the USWA of workers at the Uranium mines at Key Lake, El Dorado, and Uranium City. He served on the Saskatoon Development Board and was a union representative on the Crown corporation SMDC board of directors. He also served as a vice-president on the Saskatchewan Federation of Labour executive council. In 1992 Stevens joined the Department of Labour as executive director of the Occupational Health and Safety Division. In 1995 he headed the department's Labour Relations and Mediation Division, until his retirement in 2001.
